Government requesting 15,000 Russian troops -- False Flag???

 US Gov Stockpiling Weapons And Requesting 15,000 Russian Troops?

US Gov't Stockpiling Weapons, Ammo, And...Requesting 15,000 Russian Troops?

Posted by Robert M

It begins with what is known in Russia as the Ministry of the Russian Federation for Affairs for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters, or, as it's known internationally, the Emergency Control Ministry (EMERCOM). It was created in 1994 by Russian President Boris Yeltsin and has a whole range of duties, which you can read about on its Wikipedia page or at its own website, but the point is that it is a legitimate agency in Russia and not a fantastical delusion conceived in the overactive imaginations of Internet conspiracy theorists.
Well, a new report by EMERCOM states that Janet Napolitano of the United States Department of Homeland Security (DHS) has requested that, according to The European Union Times, "at least 15,000 Russian troops trained in disaster relief and 'crowd functions' [i.e. riot control] be pre-positioned to respond to FEMA Region III during an unspecified 'upcoming' disaster." The Russian troops were requested to be reserved to work "directly and jointly" with the Federal Emergency Management Agency. FEMA is a branch of the DHS. (Here is a map of FEMA Region III. Note that Washington, D.C., the heart of the country, where a lot of protests occur, is a part of that region.)
The DHS, of course, is the agency of the federal government that over the last year has purchased riot gear, armored vehicles, and 2 billion rounds of ammunition, without explanation. Juxtaposed with this news of the DHS's request for Russian soldiers to be prepared to "help us" in a time of emergency, it kind of makes one come to reason that this stockpiling of bullets and riot gear has been for the Russian troops.
I'm not usually a conspiracy theorist, which is probably what a conspiracy theorist would say if he wanted people to listen to him. But EMERCOM is internationally recognized; they are not publishers of tabloids, but an actual division of the Russian government.
I'd love to hear theories, even from the liberals reading this, as to why the Obama administration has requested 15,000 Russian troops to come to D.C. at some point. Whatever the reason is, it is obviously an event that the US government is planning. So what are they preparing for?
I'm adding this to Robert's post. You may want to keep it for reference material. lja

MORE INFO GATHERING & INTERNET CENSORSHIP DANGER, DANGER WILL ROBINSON...

~~~~~~~~~~~~~~~~~~~~~~~
ALERTS --DHS INSIDERS ULTIMATE WARNING!
DHS insider: It's about to get very ugly
By Douglas J. Hagmann
7 June 2013: Something quite unexpected happened just hours ago, in the dark of night, during a two-day layover in Washington, DC. My son and I are scheduled to take part in a seminar outside of Raleigh, North Carolina this weekend, so we combined our travels to include a side-trip to DC for a business meeting we had previously arranged. It was during this layover that something seemingly ripped from the pages of a spy novel took place.
While I was in the middle of a perfectly good and well needed sleep in the very early hours of this morning, I received a message. I cannot disclose how I received this message, at least not now. The discerning reader will understand why, which, by the way, would make a very interesting story alone. The message was extremely clear and precise. I was to meet my high level DHS insider at a very specific location in Washington, DC at a time when most 'normal' people, except third-shift workers are still asleep. And, I was to come alone and make certain that I was not being followed, and I was to leave any cell phone or electronic device behind.
Seriously? I thought, as I was still trying to make sense of it all. Is all this really necessary? Is this really happening? I considered waking my son to accompany me, but opted to follow the instructions to the letter. Besides, I thought, he's not the most affable middle-of-the-night person. I left a hastily written but detailed note in my hotel room before my departure in the event something happened. I looked at the digital clock on my rental car (my personal car would never survive our long distance trip). It was 3:20 a.m.
The meeting
I felt like I was part of a spy movie set in our nation?s capital. A chill rose up my spine as I waited in the dark of a chilly, misty and foggy pre-dawn morning. I was to meet with my DHS insider source at a time when most of the nation is asleep, at a place I could swear was featured in the movie All the President's Men. No one and I mean no one knows I'm here, I thought, as I could see one of the most recognizable national landmarks in the distance.
My source appeared out of nowhere, or so it seemed, and handed me a cup of coffee with the astute observation that I looked like I needed it. So tell me, I asked impatiently, why do we have to meet at this time, at this location, and under such specific circumstances? "Because this might be our last meeting," he stated.
Maybe it was the lack of sleep, the time, the place, or the chill of the misty rain that caused my sense of foreboding. "Explain," I asked in an almost demanding tone. So he did, without mincing words.
The details
"If anyone thinks that what's going on right now with all of this surveillance of American citizens is to fight some sort of foreign enemy, they?re delusional. If people think that this 'scandal' can't get any worse, it will, hour by hour, day by day. This has the ability to bring down our national leadership, the administration and other senior elected officials working in collusion with this administration, both Republican and Democrats. People within the NSA, the Department of Justice, and others, they know who they are, need to come forth with the documentation of 'policy and practice' in their possession, disclose what they know, fight what's going on, and just do their job. I have never seen anything like this, ever. The present administration is going after leakers, media sources, anyone and everyone who is even suspected of 'betrayal.' That's what they call it, 'betrayal.' Can you believe the size of their cahones? This administration considers anyone telling the truth about Benghazi, the IRS, hell, you name the issue, 'betrayal,'" he said.
"We know all this already," I stated. He looked at me, giving me a look like I've never seen, and actually pushed his finger into my chest. "You don't know jack," he said, "this is bigger than you can imagine, bigger than anyone can imagine. This administration is collecting names of sources, whistle blowers and their families, names of media sources and everybody they talk to and have talked to, and they already have a huge list. If you're not working for MSNBC or CNN, you're probably on that list. If you are a website owner with a brisk readership and a conservative bent, you're on that list. It's a political dissident list, not an enemy threat list," he stated.
"What's that exactly mean, being on that list, that is," I asked, trying to make sense of it all.
"It means that there will be censorship under the color of authority of anyone in the U.S. who is attempting to expose what's going on in our name. It's about controlling any damning information from reaching epidemic proportions. It's damage control to the extreme. It's about the upcoming censorship of the internet in the name of national security. The plans are already in place. These latest reports about 'spying eyes' have turned this administration and others connected to it into something very, very dangerous. They feel cornered and threatened, and I'm hearing about some plans they have to shut down the flow of information that is implicating them of wrongdoing. Time is short," he stated.
"How are they going to do this? How is it even possible?" I asked.
"First, they intend to use the Justice Department to silence journalists like in the Rosen case, but they won't stop there. They will use a host of national security policies, laws, letters, whatever to take out the bigger threats," he stated.
Next, they will use some sort of excuse, an external threat, and I believe it will be a combination of the economic collapse and a Mid-East war that will begin in Syria to throttle the information that is accessible on the Internet. And you know what? People will believe it!"
Based on what I've seen, most of which I should not have seen, the DHS is co-ordinating efforts with other federal agencies to begin to threaten American citizens with incarceration for non-compliance. You know the old talk of color coded lists? Well, this is what they will be using. People exposing the truth about Benghazi, killing the U.S. Dollar, even those questioning Obama's legal status and eligibility to be President are the current targets. And they've had five long years to get to this point. The ugly truth is that these policies and practices did not start under Obama, but long before. This is about the killing of our Constitutional Republic. The murder of our country and the stripping of our rights. While many have been preoccupied with one issue, few have seen the bigger issue. This is the 'end game,' for all the marbles," he stated.
More to come
"Please," pleaded my source, "get this information out while you can. Tell people what I'm saying, that we don?t have much time, that after the latest exposure of spying, Obama, Jarrett, Axelrod, and others, including members of Congress, have put their plans into high gear. This is about the Marxist takeover of America. This is about our country being able to survive another July 4th holiday. This is about a world war about to break out that will kill millions of people, all because of the agenda of this administration."
"They are very dangerous and will do anything and everything to stop the onslaught of negative information that's being reported by the main stream media. But only about one quarter of the real information is being reported. The other three quarters will be the game changer. But first, tell people what I've said. Let them know that more will follow but get this information out right now while the internet is still relatively free. Do it today."
My source provided additional information, but I am abiding by his wish to get this much out. I am writing now to let people know that we are in for seriously dangerous times ahead. Deadly times. War, and censorship under the color of authority and under the pretext of of national security. It's about to get a lot uglier. Stay tuned.
THOSE LIVING IN THIS NEW
CONSTITUTION-FREE-ZONE,
ARE THEREFORE NO LONGER
part
Of the UNITED STATES.
Without the Constitution there is no law.
Welcome back to the Wild, Wild West!
So what’s this all about?
“According to this breaking story from Wired, the Department of Homeland Security's 'Watchdog' has given the OK for the 'suspicionless' seizure of electronic devices along the borders of America. According to the map above from the ACLU, this includes a 100 mile perimeter along the entire border of the United States of America. First, read this from Wired then take a look at the ACLU map. Are you living in the 'no longer free' zone? If so, join the crowd. Hundreds of millions of Americans, 2 out of every 3 of us, live within this new 'Constitution-free' zone where our 4th Amendment no longer applies. This includes most people living along both the East and West coasts of the country, the entire states of Florida, Michigan and Hawaii and most of the states of California, New York, Virginia, Maryland, Massachusetts, Louisiana and more. Much more.
The Department of Homeland Security’s civil rights watchdog has concluded that travelers along the nation’s borders may have their electronics seized and the contents of those devices examined for any reason whatsoever — all in the name of national security.
The DHS, which secures the nation’s border, in 2009 announced that it would conduct a “Civil Liberties Impact Assessment” of its suspicionless search-and-seizure policy pertaining to electronic devices “within 120 days.” More than three years later, the DHS office of Civil Rights and Civil Liberties published a two-page executive summary of its findings.
“We also conclude that imposing a requirement that officers have reasonable suspicion in order to conduct a border search of an electronic device would be operationally harmful without concomitant civil rights/civil liberties benefits,” the executive summary said. (1)
DHS Okays Suspicionless Seizures of Electronic Devices
“The Department of Homeland Security’s civil rights watchdog has concluded that travelers along the nation’s borders may have their electronics seized and the contents of those devices examined for any reason whatsoever — all in the name of national security.
The DHS, which secures the nation’s border, in 2009 announced that it would conduct a “Civil Liberties Impact Assessment” of its suspicionless search-and-seizure policy pertaining to electronic devices “within 120 days.” More than three years later, the DHS office of Civil Rights and Civil Liberties published a two-page executive summary of its findings.
“We also conclude that imposing a requirement that officers have reasonable suspicion in order to conduct a border search of an electronic device would be operationally harmful without concomitant civil rights/civil liberties benefits,” the executive summary said.
The memo highlights the friction between today’s reality that electronic devices have become virtual extensions of ourselves housing everything from e-mail to instant-message chats to photos and our papers and effects — juxtaposed against the government’s stated quest for national security.
The President George W. Bush administration first announced the suspicionless, electronics search rules in 2008. The President Barack Obama administration followed up with virtually the same rules a year later. Between 2008 and 2010, 6,500 persons had their electronic devices searched along the U.S. border, according to DHS data.
According to legal precedent, the Fourth Amendment — the right to be free from unreasonable searches and seizures — does not apply along the border. By the way, the government contends the Fourth-Amendment-Free Zone stretches 100 miles inland from the nation’s actual border.
k) All of these supposed ‘powers’ were delegated to the government by the self-same government without asking or consulting any outside individuals, congress or the courts. They have become a law unto themselves.
Civil rights groups like the American Civil Liberties Union suggest that “reasonable suspicion” should be the rule, at a minimum, despite that being a lower standard than required by the Fourth Amendment…
…The DHS watchdog’s conclusion isn’t surprising, as the DHS is taking that position in litigation in which the ACLU is challenging the suspicionless, electronic-device searches and seizures along the nation’s borders. But that conclusion nevertheless is alarming considering it came from the DHS civil rights watchdog, which maintains its mission is “promoting respect for civil rights and civil liberties.”
“This is a civil liberties watchdog office. If it is doing its job properly, it is supposed to objectively evaluate. It has the power to recommend safeguards to safeguard Americans’ rights,” Crump said. “The office has not done that and the public has the right to know why.”
Toward that goal, the ACLU on Friday filed a Freedom of Information Act request demanding to see the full report that the executive summary discusses.” (2)
COMENTARY
This outrage will come as a complete surprise to many, but for those who have been quietly waiting for this outlaw government to go too far—which with this edict they clearly did. There is now an entirely new asymmetrical conflict that will begin almost immediately between the traitors that have seized the nation and the people who live here.
There are so many component parts to this that it staggers the mind. But however this goes down—it will signal the abrupt end of the current-government of this place. What happened to Russia in the early 90’s will make itself felt here almost immediately: just as soon as the depth of the real international-monetary-collapse sets in. The international black-market who usually controls about 20% of the world’s commerce, will shoot upwards in prominence along with the skyrocketing prices that will come as the result of the financial-crash in April. This will also open the door to gang activity that has remained like a massive shadow-government behind the current alliance, between the privatized-prison-system and the corrupted corporations that hire the slave-labor. All of this depends upon the efficiency of the gangs to not only function, but to take advantage of the lawless new-world-order in the disunited states.
Once the thug-mentality of DHS begins to believe that they have the power to do this—there will almost immediately be a clash between those in the militias and those in the outlying landscape, who will come-together to take out these creatures without a country—brutally.
The gangs will also have a stake in this new overreach by the feds. The chaos which this half-baked government program will create will be the perfect cover for what will really begin to happen throughout the country.
The gangs’-numbers have been steadily growing, along with their many businesses. This will massively interfere with all of that. Moreover, there will appear another group that has remained silent until now. That would be the determined Gun Owners of America. These marksmen can and will shoot-first when they’re ready, and not before. Most of this will take the government by complete surprise, because until now they have believed that they can do whatever-the-hell they want, to us, and there is “nothing” that the public will ever do to resist them. This was their second major mistake.
Then there are the deeply entrenched corruptions throughout the entire criminal-system which this whole country has turned into. A prime example of this is the mini-drama in L.A. concerning the ages old corruptions of the LAPD and Ramparts Division. All those corrupted police-officials and a huge part of the police department as well are in this up to their eyes. None of that has ever been dealt with. Bare in mind LA is only one such place. Think Chicago, New York City and Miami to name a few. They all have very similar problems which are also decades old and they too are deeply entrenched.
Once the restraints of having a Constitutional Republic are gone—then anything and everything goes right along with it. Blood will be plentiful and cheap. The first wave of victims will most likely be the government’s amateur-warriors that will be no match for the ex-military, militias or the gangs themselves. By the way despite the puppeteer’s promises of a second military force even bigger than the current U.S. Military: This has not materialized. The current military takes more than half the budget as it is. If we are going to create another military even bigger than the one we have already  then there will be no money for anything else. The government has purchased a huge number of bullets and some weapons but they haven’t even remotely staffed their new civilian military. It becomes very difficult to find anyone that has actually been hired for the fascist civilian military.
The mistake that is most noticeable in all of this is that the feds are attacking people that have NOTHING LEFT TO LOSE. This will end the nightmare along with the global-thievery in the banks worldwide. As the owners begin to disappear, while the sharks begin to eat each-other, the entire world will shift. The starving public will only get more intense as this senseless-outrage only deepens.
There is no way that this bunch of amateur-criminals will be able to survive because none of them know anything about what they will have started, with this massively-illegal DECLARATION of WAR.
Oh, and there is this oft-forgotten truth that will also crash & burn within the new CONSTITUTIONAL-FREE-ZONE.
““Tell me, do the evil men of this world have a bad time? They hunt and catch whatever they feel like eating. They don’t suffer from indigestion and are not punished by Heaven. I want Israel to join that club. Maybe the world will then at last begin to fear us instead of feeling sorry. Maybe they will start to tremble, to fear our madness instead of admiring our nobility. Let them tremble; let them call us a mad state. Let them understand that we are a savage country, dangerous to our surroundings, not normal, that we might go wild, that we might start World War Three just like that, or that we might one day go crazy and burn all the oil fields in the Middle East. Personally, I don’t want to be any better than Harry Truman who snuffed out half a million Japanese with two fine bombs.”
Former Israeli Prime Minister Ariel Sharon, 1982…
…Likewise, today there are millions of instances where innocent people are having their livers (and just about everything else their maker saw fit to give them) ripped out of them and carved up in satisfying this peculiar cult’s ‘call of the wild’ and no one gets called to the principal’s office over it. One need look no further than what’s been done to the people of Gaza, the West Bank, Lebanon, Iraq, Afghanistan and everywhere else that’s become the great buffet table of Israel’s blood feast as proof that what mass murderer Stalin said was right—
“One death is a tragedy, one million deaths is a statistic.”
And those responsible for all this devouring and digesting of innocent people in the various countries destroyed for Israel’s benefitindividuals with names such as Perle, Wolfowitz, Abrams, Podhoretz, Kristol et al—do they feature as characters like Lecter in Silence of the Lambs, meaning recognized as the menace to society they are and put behind strong, steely bars?
Heaven forbid. They’re as free and unstoppable as some biblical hurricane sent by some angry god who really wants a lot of people to die for reasons inexplicable to the rest of the sane world. And showing that indeed they are the remorseless, Lecteresque gluttons for human flesh and its accompanying suffering that they are, after having finished a meal such as Iraq, Gaza, Libya, or wherever, they simply belch out loud, wipe the corners of their mouths, toss the napkin on the table and walk away from it all, thinking of nothing more than who their next meal is going to be.” (3)
Israel will fail in this bloodbath, as well, because we will be far too busy trying to keep the chaos confined to bother with whatever-the-hell these blasphemous creatures will have gotten up to. An Israel without the corrupted USI supporting them will crumble like chaff in a hurricane, and maybe then the world will be able to relax for a change…
What about YOU?
How will your life change once there is no longer “any freedom for 2 out of every 3 of us”? Your money will be gone, your freedom will soon be under-siege and since you have no rights your idiotic life will be almost worthless.
All you had to do was take the RESPONSIBITY that you ran away from, constantly. But for too many, that was way too-much-trouble and international-tyranny is the result. You were WARNED, repeatedly, but then of course those who refuse to learn from the past will always repeat the whole long sad-litany that could have been avoided…
Justice Department Defend's Public's rights>>>
Justice Dept. Defends Public’s Constitutional ‘Right to Record’ Cops
As police departments around the country are increasingly caught up in tussles with members of the public who record their activities, the U.S. Justice Department has come out with a strong statement supporting the First Amendment right of individuals to record police officers in the public discharge of their duties.
In a surprising letter (.pdf) sent on Monday to attorneys for the Baltimore Police Department, the Justice Department also strongly asserted that officers who seize and destroy such recordings without a warrant or without due process are in strict violation of the individual’s Fourth and Fourteenth Amendment rights.
The letter was sent to the police department as it prepares for meetings to discuss a settlement over a civil lawsuit brought by a citizen who sued the department after his camera was seized by police.
In the lawsuit, Christopher Sharp alleged that in May 2010, Baltimore City police officers seized, searched and deleted the contents of his mobile phone after he used it to record them as they were arresting a friend of his.
Last year, the Baltimore Police Department published a General Order to officers explaining that members of the public have a right to record their activity in public, but the Justice Department said in its 11-page letter this week that the order didn’t go far enough, and pointed out several areas where it should clarify and assert more strongly the rights that individuals possess.
The right to record police officers in the public discharge of their duties was essential to help “engender public confidence in our police departments, promote public access to information necessary to hold our governmental officers accountable, and ensure public and officer safety,” wrote Jonathan Smith, head of the Justice Department’s Special Litigation Section.
Smith cited the 1991 videotaped assault of Rodney King while he was being beaten by law enforcement officers as an incident that “exemplifies this principle” of public oversight.
“A private individual awakened by sirens recorded police officers assaulting King from the balcony of his apartment,” Smith wrote. “This videotape provided key evidence of officer misconduct and led to widespread reform.”
He noted that the issue was particularly important in Baltimore, “given the numerous publicized reports over the past several years alleging that BPD officers violated individuals’ First Amendment rights.”
The Justice Department’s interference in the local civil case was surprising yet significant in that it put not only Baltimore but also every other city police department around the country on notice that interference in such recordings was unconstitutional. It was sent to Baltimore days after several media and civil rights organizations sent U.S. Attorney General Eric Holder a letter insisting that the Justice Department take action against agencies that arrest people who record officers.
“Since the Occupy Wall Street movement began, police have arrested dozens of journalists and activists simply for attempting to document political protests in public spaces,” the letter to Holder stated. “A new type of activism is taking hold around the world and here in the U.S.: People with smartphones, cameras and Internet connections have been empowered with the means to report on public events.”
While individual cases didn’t necessarily fall under the Justice Department’s jurisdiction, the letter acknowledged, the suppression of speech was a national problem that had to be addressed at the federal level.
“Freedom of speech, freedom of assembly and freedom of access to information are vital whether you’re a credentialed journalist, a protester or just a bystander with a camera,” the organizations asserted.
In the document he sent to Baltimore, Smith said that, except under limited circumstances where a person recording police activity engaged in actions that violated the law, jeopardized the safety of a police officer, a suspect, or others, or incited others to violate the law, police officers should not interfere with a recording and should never seize recording devices without a warrant. They should also be advised “not to threaten, intimidate, or otherwise discourage an individual from recording police officer enforcement activities or intentionally block or obstruct cameras or recording devices.”
YOU MAY ALREADY BE DEAD...
As you know I am author of several books on advanced science including PHILOSOPHER'S STONE and COSMOLOGICAL ICE AGES. Buy them from Amazon.com or www.GuardDogbooks.com or www.AlaskaPublishing.com and book stores around the world. I did a little more research as to what might happen December 21, 2012 and several months before that date.
Apparently our solar system will align perfectly with the super massive black hole at the center of the Galaxy December 21, 2012. This only happens every 12,800 years as evidenced by the Mayan, Aztec and Egyptian Calendars. The center of our galaxy is indicated by Sagittarius arrow and Scorpio's tail. The ancients knew all this thousands of years ago and this event has happened many times in the past. NASA infrared satellites have observed several super-sized stars traveling at very high speeds in highly elliptical orbits around this area at the center of our galaxy.
Normally the Earth is bombarded with 500-million electron volts from the sun. When you have a planetary alignment plus the galactic core alignment the electron and light energy bombarding Earth will increase 7-million times to the incredible 3.5 trillion electron volts.
Also the amount of gamma radiation will increase substantially. I don't know how much. Probably lethal. You cannot shield your body from Gama radiation unless you are 50 feet underground. Any kind of metallic shield will turn the Gama radiation into x-rays which are deadly. You are better off living in a tree for a year. That way the Gama rays will pass through your body and do some cell and DNA damage but you will live. If you are living on solid rock the x-rays will kill you. If you live under a metal roof the x-rays will kill you. If you live under a tar roof you might survive providing the cosmic and Gama radiation doesn't create too much x-rays.
The only way you are going to survive this is to live under 50 to 100 feet of rock.
Send me the money and I will buy a big bull dozer and bury several 40-foot connex vans underground and stock them with food and water. This is urgent...!
I am selling my Seldovia Property and buying a huge 850 John Deere and burying several 40-foot vans underground and stock them with food and water. I also plan to ship it to Tuxedni Bay and make a road up to the 1000-foot level to mine gold and make a cave in the steep valley to live in. I will wall off the entrance and install a window and stove.
My wife and two dogs are in Tuxedni Bay right now mending salmon nets. I fly over once a week in my plane. I hope to have the new engine in my 42-foot boat soon and take diesel fuel and supplies over for the summer. My son and I have been working like beavers every day to switch the new engine back into the boat.
Senator Mark Begich e-mail December 10th. No mention of 800 detention camps.
December 10, 2011
I received this e-mail this morning from Senator Begich. There is no mention as to why the government is maintaining 800 detention camps. You decide...
Dear Mr. Kroll:
Thank you for contacting me about detainee provisions in S.1867, the National Defense Authorization Act for Fiscal Year 2012, which passed the Senate 93-7 on December 1, 2011. These provisions will continue to be worked on and finalized during conference negotiations with the House of Representatives. I appreciate the opportunity to respond to and understand your concerns prior to the negotiations of the final bill.
As an advocate of constitutional rights and civil liberties, I strongly oppose the military arresting U.S. citizens on American soil. I also do not support military detention of U.S. citizens–unless they are members or supporters of al-Qaeda or the Taliban, were involved in the terrorist attacks on September 11, 2001, or have engaged in hostile action against our troops overseas. I voted in support of the detainee provisions in S.1867 because it will codify law which provides protection for civil liberties, does not allow for the military to arrest U.S. citizens on American soil and prohibits military custody of individuals who are not members of al-Qaeda or the Taliban.
The just-passed bill does not allow for military apprehension of U.S. citizens on American soil and does not mandate indefinite military detention of U.S. citizens who have participated in an act of war. In fact, the provisions provide no new or expanded detention authority to the President. To ensure that was clear and to continue to defend citizens' rights under the Constitution, I supported one of Senator Feinstein's amendments.  The amendment clearly states the provisions shall not be construed to affect existing laws or authorizations relating to the detention of our citizens arrested in the United States by the civil authorities–even if they are  members or supporters of al-Qaeda or the Taliban, involved in the terrorist attacks on September 11, 2001, or who engage in hostile action against our troops overseas.
The bill does, however, affirm the President's existing detention authority under the Authorization for Use of Military Force (Public Law 107-40) passed by Congress in 2001. This law already allows the President to detain any person who is deemed to be a member or supporter of al-Qaeda or the Taliban, involved in the terrorist attacks on September 11, 2001, or has engaged in hostile action against our troops overseas. This includes the authority to indefinitely detain U.S. citizens like John Walker Lindh, who fought alongside the Taliban against U.S. troops in Afghanistan, as an enemy combatant subject to the law of war. The authority to detain U.S. citizens engaging in acts of war against the U.S. was confirmed in a Supreme Court case in 2004, Hamdi v. Rumsfeld, which stated that "[t]here is no bar to this Nation's holding one of its own citizens as an enemy combatant."
To protect citizens and non-citizens from being wrongfully held, S.1867 also includes a number of provisions to uphold the rights of those accused of joining the Taliban or al-Qaeda during their detention. The bill requires the Department of Defense (DOD) to provide them with an attorney and mandates DOD provide evidence of proof to a federal judge the person is a member or supporter of al-Qaeda or the Taliban, was involved in the terrorist attacks on September 11, 2001, or has engaged in hostile action against our troops. There will also be an annual review of the person's status as an enemy held under the law of war. Further, nothing in the bill undercuts habeas corpus rights of those in detention. Citizens and non-citizens will still be able to seek a federal court review of the legality of their detention.
I believe affirming the President's already existing authority to detain persons who would harm America under the law of war is important to national security. While the provisions in the bill provide no new authority relating to detention of persons who commit acts of war I understand there is much debate regarding the Hamdi court case and detention of U.S. citizens. I believe the provisions in the bill will protect innocent American citizens from unwarranted detention and I will be working with my colleagues on the Senate Armed Services Committee to ensure this remains absolutely clear as negotiations begin with the House of Representatives.
Sincerely,
Mark Begich
U.S. Senator
Who determines what is an act of war? Is posting this e-mail an act of War? Will the president put me into one of their camps for asking questions? Why didn't he mention the 800 or so detention camps and why have they spent $400-billion building and maintaining them? Why do they ask soldiers if they would fire upon American Citizens before they are allowed to re-enlist??
Government spending billions on detention camps.
This so important that I am sending this to everyone I can think of
The provision of the Trading with the Enemies Act of 1917, as modified on March 9, 1933 (search Congressional Record, March 9, 1933, Emergency Banking Act, Trading with the Enemies Act), to include American citizens as enemies is now about to be more fully implemented.  (BTW, this is the “secret” provision that Obama used to justify the murder of an American citizen)   With this new proposed law, I suppose that they have to fill those camps that Haliburton built to justify their $435M cost.  The camp, just southwest of Fairbanks, Alaska, by itself, can hold 2M people; and, during the winter, I bet you can turn over the population every 2 weeks or so.  That’s better than what the Nazi’s accomplished.  There are approximately 800 camps throughout the United States, fully staffed but currently sitting empty, Alaska being the largest.  These were established under Rex-84, Operation Cable Splicer and Operation Garden Plot, by executive orders of the Reagan administration (Google for more information).
Do nothing and this is what you are facing for you and your family.
Senate Moves To Allow Military To Intern Americans Without Trial
NDAA detention provision would turn America into a “battlefield”
Saturday, November 26, 2011
The Senate is set to vote on a bill next week that would define the whole of the United States as a “battlefield” and allow the U.S. Military to arrest American citizens in their own back yard without charge or trial.
“The Senate is going to vote on whether Congress will give this president—and every future president — the power to order the military to pick up and imprison without charge or trial civilians anywhere in the world. The power is so broad that even U.S. citizens could be swept up by the military and the military could be used far from any battlefield, even within the United States itself,” writes Chris Anders of the ACLU Washington Legislative Office.
Under the ‘worldwide indefinite detention without charge or trial’ provision of S.1867, the National Defense Authorization Act bill, which is set to be up for a vote on the Senate floor Monday, the legislation will “basically say in law for the first time that the homeland is part of the battlefield,” said Sen. Lindsey Graham (R-S.C.), who supports the bill.
The bill was drafted in secret by Senators Carl Levin (D-Mich.) and John McCain (R-Ariz.), before being passed in a closed-door committee meeting without any kind of hearing. The language appears in sections 1031 and 1032 of the NDAA bill.
“I would also point out that these provisions raise serious questions as to who we are as a society and what our Constitution seeks to protect,” Colorado Senator Mark Udall said in a speech last week. One section of these provisions, section 1031, would be interpreted as allowing the military to capture and indefinitely detain American citizens on U.S. soil. Section 1031 essentially repeals the Posse Comitatus Act of 1878 by authorizing the U.S. military to perform law enforcement functions on American soil. That alone should alarm my colleagues on both sides of the aisle, but there are other problems with these provisions that must be resolved.”
This means Americans could be declared domestic terrorists and thrown in a military brig with no recourse whatsoever. Given that the Department of Homeland Security has characterized behavior such as buying gold, owning guns, using a watch or binoculars, donating to charity, using the telephone or email to find information, using cash, and all manner of mundane behaviors as potential indicators of domestic terrorism, such a provision would be wide open to abuse.
“American citizens and people picked up on American or Canadian or British streets being sent to military prisons indefinitely without even being charged with a crime. Really? Does anyone think this is a good idea? And why now?” asks Anders.
The ACLU is urging citizens to call their Senator and demand that the Udall Amendment be added to the bill, a change that would at least act as a check to prevent Americans being snatched off the streets without some form of Congressional oversight.
Under the National Defense Authorization Act bill, no declaration of martial law is necessary since Americans would now be subject to the same treatment as suspected insurgents in places like Afghanistan and Iraq.
If you thought that the executive assassination of American citizens abroad was bad enough, now similar powers will be extended to the “homeland,” in other words, your town, your community, your back yard.
Six years ago I did the numbers on the Fairbanks detention camp to find out if such a thing is possible. The numbers tell a gruesome story outrivaling anything Hitler could dream up. In order to take care of 2-million people and feed them this is what you need. For example, if you employed half the people in the entire state of Alaska 2-mllion divided by 350,000 = 5714 people. There is no way that one person could take care of 5714 people so obviously something is drastically wrong here.
Who will take care of the dogs and cats owned by 2-million people? Where is that food going to come from? Are they going to kill all the dogs, cats and parakeets, rabbits, ducks, hamsters, gineypigs, snakes, and fish owned by 2-million people. What is the government thinking? Where are they going to get the soldiers to round up all the people to fill 800 detention camps?
Now let’s see how much food 2-million people would need to keep them alive. If you rationed the people to 1/2 pound of dried food a day you would need 1-million pounds of food a day. Where is this food going to come from? Say for instance, you brought a ship into Anchorage once a month carrying 30-million pounds of rice you might be able to keep them alive for a little while. However there is not enough people to cook 1-million pounds of rice a day. Where would you get the energy come from to cook 1-million pounds of rice each day?
Say for example, you charted jet airplanes to fly two million pounds of food into Fairbanks each day to keep the people alive, how many 747 plane loads would it take. Two million pounds is 1000 tones. Each plane can carry about 120,000 pounds or about 60-tons of food so you would need 17 plane loads each day flying into Fairbanks to feed the people. Where would the 1000 tons of food come from. Is there enough grain stored in Louisiana and how long would the supply last. What is on the government’s mind? Why did they build the 800 detention camps?
