Tyrannical Activities by Maryland State Officials




As of June 1, 2011, the State of Maryland has passed a law, which was passed as part of the Budget Reconciliation and Financing Act of 2011, that effectively exposes the mindset of government, wherein no individual is entitled to have; personal liberty, equal protection, due process of law, or individual ownership of property.  This law states that if the State government determines a resident to have not paid all undisputed Taxes or Unemployment Insurance Contributions they will prohibit the Maryland Department of Transportation[1], under which is the Motor Vehicle Administration (MVA), from issuing or renewing the applicant’s Driver’s License, Vehicle Registration, and, if that wasn’t enough, will prohibit the person in question from selling “their” vehicle, by disallowing the transfer of said registration.

If it isn’t enough that the American people are being forced to deal with an out-of-control Federal government, it appears the States are joining in on the tyranny being brought forth against their own residents.  In doing so, Maryland State officials have revealed the true nature and purpose of the issuance of State licenses and the truth concerning their position on personal liberty and property rights.  Due to their arrogance and unethical standards, the actions taken by these officials have provided us with some insight as to the mindset of the majority of lawmakers and their enforcers.  Furthermore, these officials have implemented a plan of action without any consideration as to the false representations presented by State governments, whereas the residents are persuaded to believe they have personal liberties and property rights, which contradicts this action taken by the State government.  Even though Maryland has decided to launch their frontal assault against the residents of Maryland, this in no way excludes any other State from exercising this unjust and immoral behavior.  Nonetheless, in order to extort more wealth from the residents of Maryland and to show whose boss, government officials have once again extended their thieving tentacles and have employed their armed servants, which have badges, to enforce their immoral intent. They have done so, by implementing another terrorizing and unjust law that will sweep across the State and turn innocent people into criminals, which should be self-evident.

The reason why the State Officials are enforcing such an action is perfectly clear.  A high amount of residents are unemployed, which means the unemployed are not paying the State’s Income Tax and are collecting unemployment benefits.  In trying to gain more funds for the State, Maryland officials, due to their arrogance, are shooting themselves in the foot.  What do you think will happen when a person receives this type of notice and they have to make the decision to put food on their table versus paying the State’s Tax or Contribution?  They will effectively leave the State, seek public assistance (Welfare), or go to jail.  Jail becomes a higher risk for those that are an independent self-relying person, because it is inevitable for this type of person to continue to operate “their” vehicle in order to provide for themselves and their families.  This increases their chances of encountering a Law Enforcement Officer during a routine traffic stop, which will result in them being arrested and taken to jail.  The disturbing part is the State officials are betting on that.  To think that a person, who is in need of transportation, will not use his or her own vehicle to get to work or to the store is ridiculous.  As for a person seeking public assistance, the government and the actions taken against such a person has brought all this on.  Could this be what the State officials want or are they too stupid to see the unforeseen consequences of their actions?  Still, the scary part about government officials deciding to go forward with their plot against Maryland residents is that government officials will use law enforcement agencies to do their dirty work.  Even though the elected officials do not pose a direct threat to the residents of the State, they are using uninformed Law Enforcement Officers that believe they have a duty to enforce these unjust and immoral laws.

A disconcerting fact is that public officials within State governments have begun to flex their muscles when it concerns their ownership of both the licenses they issue and the property that is registered within their bureaucracy.  In doing so, Maryland officials have revealed the hidden truth and purpose behind the issuance of State licenses and certificates of title, which exposes the truth as to why State governments have mandated that residents are to relinquish legal ownership of their property to the State, even though the residents are allowed to retain equitable ownership.  Due to State official’s shortsightedness, they have revealed an unethical and immoral plot to use the prohibited nature of the license and the State’s legal ownership of the resident’s property as a means of extortion and thievery, which has always been the purpose of State licensing and State ownership.  In spite of moral justification of government’s existence, Maryland officials are so bold as to reveal their plan of extortion and tyranny upon its residents.  Some will allow the purposes of this newly past law to convolute the unjust actions taken by the State.

As a former Law Enforcement Officer, I am disgusted with the thought that government officials believe they can superimpose one set of laws over another, especially when neither has anything to do with the other.  It is more disturbing that we allow the government to operate as if they have no accountability, wherein the government makes up the laws as they go along.  This type of action is nothing less than an attempt to illegally extort more wealth from the American people, especially when the collection of taxes and so-called contributions are a civil matter and should be collected civilly.  In no way should government officials be able to take away a person’s means of being able to provide for themselves or their family.  Additionally, why would a government want to take away a person’s ability to pay the debt that they claim he or she owes?  It makes absolutely no logical sense why anyone, government official or otherwise, would want to have such an outcome.  Therefore, the only logical conclusion is that their true intent is to ruin a person’s life by turning them into a criminal for being disobedient, which will occur once they are arrested for operating a vehicle on a suspended license and without a valid registration.  The American people, especially Marylanders, are seeing the rule of civility go right out the window.  This type of attitude is socialistic in nature and borders communism.  Maryland officials have successfully, through their misrepresentation, turned a civil process into a criminal violation, by placing the resident in danger of Police involvement and a possible arrest scenario.  Anyone should be able to see that this new law has nothing to do with the current licensing laws.  It’s nothing more than another scheme to extract more wealth from the American people and to finally put an end to the misunderstanding as to whom really owns “your” property. 

This, however, is not a new concept.  The majority, if not all, of the States have been suspending people’s driver’s licenses for years for unpaid child support.  Consequently, it is ridiculous to believe that State governments can warrant the suspension of a person’s driver’s license for unpaid child support and to believe that their actions have not harm the parent from being able to fulfill their obligation.  Furthermore, it is nonsensical to believe that you are doing the child any good while the parent is locked up in a jail cell, which has now caused them to have a criminal record preventing them ample employment opportunities to support such a child.  This type of thinking is harmful and borders insanity.  Therefore, it appears the State is addressing undisputed Taxes and Unemployment Insurance Contributions in the same manner as unpaid child support.  Still, how are the government’s actions reflecting the best interest of the person and the State as they are not assuring the person retains the ability to support themselves or to pay the debt the State claims they owe?  It’s simple they’re not.  Therefore, the government doesn’t really care about the people nor do they actually care about being paid, for if they did they would not go to such extremes.  It really is that simple.  Still, for those of you that still believe you are the absolute owner, meaning the legal and equable owner, of your vehicle or home, the actions that are being enforced by the governments of our country absolutely defy that type of logic, that’s if you can call it any kind of logic at all.  Furthermore, one would think that these types of actions also defy our laws, wherein everyone has the right to Due Process of Law, which means the State is required to file a lawsuit against the person in a court of law.  It is evident that if State officials can resort to this type of unjust and immoral tactic, because they have made the accusation that a resident owes a State Tax, an Unemployment Insurance Contribution, or some type of fee, then this only means one thing.  The governments of our country are, in fact, making up the laws as the go along and are disregarding the current laws and legal process that has been established here in America.  Additionally, the State governments have also tricked the American people into relinquishing their legal capacity over themselves and their property.  By observing the fact that these governmental departments are no longer using the legal remedy of the courts we can prove this to be true.

In conclusion, an important question arises.  Who is responsible for making the determination as to what is owed and undisputed?  According to the Motor Vehicle Administration’s notice, as seen below, the decision maker appears to be the State’s taxing agency.  Therefore, one would have to concede that this is a conflict of interest, wherein The Comptroller of Maryland can declare an undisputed tax or contribution and also retains the exclusive authority to remedy such an accusation?  Why isn’t there, at least within the notice, any mention as to the right of the applicant to request a hearing, concerning the accusation, at the Motor Vehicle Administration?  There is no mention of the individual having the right to a hearing at the MVA level; however, after further research the law actually affords a person the right to request such a hearing at the MVA.  Therefore, the Motor Vehicle Administration’s notice is misleading and deceptive, to say the least.  If you haven’t gotten it by now, the State’s taxing agency controls everything within the State, which means they own you, your labor, your children, and your property.  You; however, may disagree, but the important part to remember is that they, the government, actually believe that they own you and your property.  As a result, this type of action is driven by arrogance, corruption, and a complete and utter disregard for the people’s well being within the State of Maryland.  For that reason, avoid becoming a resident of this State; however, if you are already a resident it’s time to stand up for you and your fellow American’s personal rights, liberties, and freedom.  Furthermore, Maryland residents should contact their elected officials demanding that this unjust, deceptive, and illegal application of this new “law”, between the MVA and the Comptroller, to cease immediately.  Department of Transportation (MVA) officials and employees have stated that they do not receive any type of legal notification from the Controller’s office, which places such a hold on a person’s license, registration, and their ability to transfer or sell their vehicle.  The MVA has stated that they do not have the authority to resolve these issues, because the Comptroller has direct access to their systems and has the ability to place these restrictions directly, without any MVA involvement and without affording a person the opportunity to bring forth evidence to the contrary.  Finally, after contacting your elected officials, if your officials are aware of this immoral practice and chooses to do nothing they should be removed from office.  Remember, this is a form of tyranny and your State officials have entered the realm of terrorism and are crossing the line into communism.

The problem is the American people continue justify governments actions, in the name of keeping them safe, but they are ignoring the fact the government posses the greatest threat to their safety, freedom, and prosperity. Today’s governments are a cancer, in which they are destroying the American people. Left uncheck; the all of the governments will resort to this type of action, sooner or later. That is, when they are in need of more money and when they believe they need to correct their disobedient children. The American people need to wake up and see that it is the government that is being disobedient. I hope the American people will take a stand against this type of tyranny, before it’s too late.

A neighbor just applied for a handgun purchase and was denied because of an outstanding parking ticket. I had a friend who owed back child support. His child was 20yrs old and in college in Florida. Mom(who Daughter lived with) decided Dad had to pay up. He lived in Maryland. MVA sent letter of revocation for not paying back child support. He went to the State office and said " If I can't drive I can't work so I may as well kill myself cause I have no way to pay this amount off within the alotted time. They sent him for mental evaluation at the state hospital for 2 months. He called us to please pickup his car in Baltimore city, for fear of it being vandalized. We picked him up and took him home after his 2 month punishment. I don't know what happened with his back child support debt.

From what I understand, in Maryland, if your kids are over 18, they Keep all the back child support payments that are made. Considering the penalties Maryland has in place, I believe it's called Extortion. If regular people did what Maryland is doing, they would go to jail.

I must agree. The State, after the child is of age, will keep the remaining payments of Child Support for the State, which is completely absurd. If this is true, which it is, then why force the parent to continue with additional payments? This again is nothing more than, “You Will Do As You Are Told”. And, if you decide to defy the State, the State will turn a civil matter into a criminal act by mandating the suspension of your driver’s license, which will eventually result in your arrest. This is also illogical…

Politicians are servants, by definition,to the public, the state and country to which they take an oath to protect and defend the Constitution and Bill of Rights by representing the citizens within the constraints of our Federal and State laws which we as citizens also mandated; as servants/representatives we chose to send to that level of government to speak for us, the majority, the citizens of these United States. Their salary is only a mere reimbursement for their time. Today, if you want better than average income, more than your boss makes, you want lifelong benefits that no one else gets including healthcare for you and your family, better than those you SERVE can get, and vote yourself a raise whenever you want, irregardless of how good or bad of a job you are doing, and you want to spend your life spending your bosses money without permission irresponsibly and on friends who will help you get re-elected, if you don't want to have to answer to anybody for your actions, break the law, pass laws that give you permission to break laws that no other citizen can break, and just lie through your teeth to buffalo your constituants into thinking that you are the only one looking out for their best interests,then you want to be a politician. You're a born natural! If you, like I, have voted any of these thieves and liars into office, and are kicking yourself in the ass for doing so, then think long and hard right now. The only one running for President that wishes he didn't have to is Ron Paul. All the rest are just doing it for the money, power, benefits, status, etc., etc..Ron Paul is but a man, but he knows a line of bull-shit when he hears it. All of the others, Barak Hussain Obama included, are only in it for themselves. Their power, fame, benefits, a statue, library, money. If you took those things away, none of them would even be running. Only Ron Paul would be left because he only got in it to undo the dishonesty, the breach of trust, the deception and greediness and narcissistic mass hysterical disease that he has seen, just like us,that has taken over our country from the presidency on down to the governors and mayors. Both houses and the president openly partake in insider trading and even made it legal for them to do it. What is it going to take to wake us up to the corruption that has taken our country hostage. Are we really that stupid? Do we really believe that this GREAT country was only founded on EITHER liberal or conservative values? Do any of us know or remember just what is in the Constitution or Bill of Rights? Don't buy into the establishments line of bull about Ron Paul. Ask him yourself. Would he let our country be threatened or any of our true allies without taking the appropriate action? I think not. I'm betting on it. Ron Paul just wants our country back and so do I. I am a greatful American, I practice the faith of my choosing, a Veteran, husband, father, grandfather, my father was an immigrant from Quebec and a Veteran as were many of my uncles. I try to be a good neighbor friend and citizen. My calling was to work with my hands as a carpenter; what is yours? Ron Paul has taken up arms to take America back from the crooks and give it back to its rightful owners and he can't do it alone. If you are like me and that just isn't something you think that you can tackle, then at least support the one American who is willing to take responsibility for us in our stead. It doesn't need to start at the bottom or the top. When you go after a bunch of criminals this powerful, you hit them between the eyes while you're pulling the rug out from underneath them. They pulled the wool over our eyes long enough. God Bless America and all of the People on this Great Earth we share.

I couldn’t agree more. This is why I continue to combat the idea that the solution in restoring our personal liberties and freedom is to replace “our” the elected officials, because as you stated almost all the individuals that have decided to run for official are not doing so for the right reasons, with the exception of Ron Paul. I have always suggested and will continue to suggest that we, the American people, need to convince a strong moral and liberty minded persons to run for the office of County Sheriff, wherein this person will up hold their oath of office. Therefore, with that said, which is less difficult? Replacing the entire cabinet of legislatures or electing a County Sheriff that will stand against this type of tyranny? I believe the electing of a Sheriff is more feasible. What do you think?

Our Government should be capable of helping the American People as they do other Nations, we the United States Citizens should be capable of getting Lending to resume, start, or organize our own businesses, as they do the other Foreign Countries which are in good standing in this Economy. Some have had their rights stripped for way of life that is set by our Society.

One would think that if the governments of our country really cared about the American people they would notice the ongoing problem here within their own country and would stop handing over large amounts of money to foreign countries and spending it like it was going out of style. It appears that they do not care about the American people nor do they care that they are ruining people’s lives with the out-of-control spending that has caused high inflation making the purchasing power of our money less valuable, which is being done purposely to destroy the American way of life. This is true even though most of the government officials and government employees are unaware of the underlying plot and have been intentionally or unintentionally ignoring the law and their oath of office. Have you ever heard of plausible deniability?








Renewing a Noncommercial Driver's License

Certain persons may be eligible to renew their driver's license by mail.  All others must apply in person at any MVA office.  Click on one of the links below if your license is not yet expired, or has been expired less than one (1) year.
·         License renewal by mail
·         License renewal in person
If your Maryland driver's license has been expired for one (1) year or more, click here.
If you are a member of the U.S. Armed Forces (and a Maryland license holder) absent from Maryland on active service, or a dependant living with that member, your license remains valid during the service member's absence and for a period of 30 days after the member's return to Maryland or discharge/separation from the Armed Forces, whichever occurs first.  Note: The HAZMAT endorsement (HME) will expire when the actual photo license expires.  the HME is not extended due to military service and being stationed outside of the State of Maryland.
The license may be renewed without additional tests, other than vision screening, if the license is still valid or has been expired for LESS than one (1) year.
If the Maryland license has been expired for one (1) year or more, acceptable military paperwork (orders) for proof of active duty status outside of Maryland will be required, verifying when you left and returned to Maryland.  You must provide the MVA with your current Maryland license, military ID card and your military orders or discharge/separation document(s) within 30 days of your return to Maryland to avoid retaking the vision, knowledge and driving tests.
If you are not in the military but outside of Maryland and not able to return before your license expires, you may be able to obtain a temporary license or renew your license while out-of-state.
License Renewal Refusal due to Maryland Tax Deficiency and Unpaid Unemployment Insurance Contributions
Effective June 1, 2011, Maryland Law (House Bill 72) prohibits the Motor Vehicle Administration (MVA) from renewing the driver's license, renewing a vehicle registration, or transferring a vehicle registration of an applicant who has not paid all Undisputed Taxes and/or Unemployment Insurance Contributions payable to the Comptroller or the Secretary of Labor, Licensing, and Regulation (DLLR) or provided for payment in a manner satisfactory to the unit responsible for collections.
If a customer has received a letter of noncompliance from the MVA regarding either a MD tax deficiency or unpaid Unemployment Insurance Contributions, it is because the MVA has been notified that this individual driver (business) has unpaid taxes and/or unemployment insurance contributions which will prevent the renewal of their driver's license or vehicle registration or transferring a vehicle registration until they have satisfied their debts/obligations.
This includes both noncommercial renewals and correction renewals as well as commercial license renewals.
The MVA does NOT accept payment for taxes or unemployment contributions.
To resolve an outstanding Tax Obligation:
The driver may make payment in full by going online at the Comptroller's website www.marylandtaxes.com. Click ""Online Services" to see all of the online options available to pay outstanding individual or business taxes.  If the driver cannot pay the debt in full, they may contact the Comptroller via e-mail at mvahold@comp.state.md.us or by phone to discuss payment options.  For individual income tax liabilities, call the Comptroller's Office toll free at 855-213-6669 or for business tax liabilities call 410-649-0633.
To resolve an outstanding Unemployment Insurance Obligation:
Businesses with unpaid unemployment insurance obligations should contact the DLLR to satisfy their debts or make acceptable payment arrangements.  They may contact the DLLR by phone at 410-767-2699 or via e-mail at licnrelease@dllr.state.md.us to discuss payment options.
Once the tax and/or unemployment insurance liabilities have been resolved, the Comptroller or the DLLR will notify the MVA that the hold on the driver's license or vehicle registration renewal/transfer has been lifted.  The MVA will then be authorized to proceed with the renewal of the customer's driver's license or vehicle registration.  Please allow up to two (2) business days after the receipt of payment by certified funds or beginning an approved payment plan for a hold on the renewals/transfer to be released.  Do not wait until the last day to renew to address your unpaid tax or unemployment insurance contribution debts.
The MVA does NOT accept payment for taxes or unemployment contributions.
Note:  Vehicle Transactions that may not be processed are:
·         Registration Renewal
·         Replacement Tag Renewal
·         Substitute Tag
·         Substitute Sticker
·         Tag Transfer
·         Tag Transfer with Renewal (this includes plates being repurchased under a new class, i.e. War of 1812, personalized, or any special tags, etc.
How do I renew my driver's license by mail?
If you are eligible to renew your license by mail, the MVA will send you a Maryland Mail-In Driver License Renewal Application (form #DL-179A or B) at least 60 days before its expiration date.  Upon receiving the application, carefully review the information included with it.  You will be required to:
·         Answer all of the "yes/no" questions on the application including the following:
o    Have you been diagnosed with any physical or mental disabilities, other than vision, which may affect your driving?
o    Is your license or privilege to drive suspended, revoked, refused, canceled, or disqualified in this or any other state, Washington D.C. or Canada?
o    Are you currently employed?  If yes, where?
·         If you are over 40 years of age, you must meet the MVA's vision requirements.   Your vision specialist must complete the Vision Certification section of the Mail-In Driver License Renewal Application.  No other form of vision certification will be accepted.  If you are 40 years or younger, you are exempt from meeting this requirement.
If you wish to renew your license by mail, complete, sign and return the Maryland Mail-In Driver License Renewal Application.  Include with it your payment for the license; if you are returning more than one application by mail, there should be a separate form of payment for each application.
Upon receipt of your application, the MVA will review it to confirm that you are eligible to renew your license by mail; if not, you will be notified that you must apply in person. 
After preparing your new license using the latest photo available, the MVA will mail it to the address printed on your Maryland Mail-In Driver License Renewal Application.  The MVA cannot mail it to an alternate address.  You will be advised to destroy your current license upon receipt of the renewed license.
How do I renew my driver's license in person?
The MVA typically will send you a renewal notice at least 60 days before your license expiration date.  However, you do not need the notice to apply.  If you are 25 years or older, you are permitted to apply for renewal at any time during the period from 6 months before your license expires to one year after it expires (note that it is illegal to drive with an expired license).  If you are under 21, you must wait until your 21st birthday or thereafter to renew.  Your license will expire no later than 60 days after your 21st birthday.
Gather the documents and other items that you will need to take to the MVA:
·         Maryland Driver License Renewal Notice - note that if you do not have one, you still will be able to renew your license;
·         Current (expiring) Maryland Driver's License - if you have lost it, you may have to prove your identity.  Contact the Customer Service Center for more information;
·         Documented proof of your social security number that can be verified by the Social Security Administration;
·         Glasses or contact lenses if needed - see Vision Screening and Requirements for more information;
·         Payment.
Visit any MVA office. When you arrive, the Customer Agent will:
·         Take your photograph.  See MVA Photo Guidelines note below;
·         Review the documents you brought with you;
·         Give you a vision screening or scan your Vision Screening Form;
·         Ask you various questions to verify that you are eligible for license renewal;
·         Collect the fee owed; and
·         Issue your new license.
Note:   MVA Photo Guidelines: Because of the ever increasing need to use a photo driver’s license, learner’s permit or moped permit as proof of personal identification (i.e.: MVA, Law Enforcement, Homeland Security, etc.) in addition to its role as a licensing document, the Maryland MVA is required to follow and enforce certain guidelines concerning approving and using an acceptable digital image/photograph on these license products.  The same guidelines would also follow for the issuance of a Maryland Photo Identification Card.
The MVA will not permit an applicant to significantly alter, hide or enhance their face or facial features by the use or excessive use of:
1). Face Paint
2). Cosmetics
3). Cosmetic Contacts
4). Facial Contortions
5). Hats/Scarves/Other Clothing
6). Hands, etc.
If a supervisor deems it necessary, the customer will be required to remove the unacceptable face paint, cosmetics, etc. before a photo is taken.

How do I renew my license if it has been expired for one (1) year or more?
To have your license reissued, you will need to have your vision screened and pass the applicable knowledge test and skills test; a learner's permit is not required. 
Notes:
1 You may not be able to take the skills test on the same day unless you've made an appointment ahead of time.
2.  The MVA computer will not permit you to schedule an appointment since you do not have a valid license or learner's permit.
3.  If your license has been expired for one (1) year or more and if you are required to retest, you may be required to schedule a skills test appointment once you have passed the Vision and Knowledge tests if the MVA office is not able to fit you in on the same day.  Click here for additional information on scheduling a test appointment or you may call 1-800-950-1682 (in-state) or 1 301-729-4550 (out-of-state) for assistance.
4.  You must provide a safe test vehicle for the driving test.  If this vehicle is a rental vehicle your name MUST appear on the rental contract as an approved driver of that vehicle or the test will be cancelled and you will need to set up another test appointment date.
When you are prepared for these tests, gather the documents and other items that you will need to take to the MVA:
·         Customers with licenses expired one (1) year or more are considered a new applicant and MUST prove identity, residency, SSN and lawful presence.  Please refer to Sources of Proof.  Contact the Customer Service Center for more information;
·         A vehicle in the appropriate class, with valid registration;
·         Accompanying driver - note that it is illegal to drive with an expired license;
·         Glasses or contacts if needed - see Vision Screening and Requirements for more information;
·         Payment.
Second, visit any MVA full-service branch office; no appointment is needed.  A Customer Agent in the office will:
·         Take your photograph. See MVA Photo Guidelines note below;
·         Review the documents you brought with you;
·         Give you a vision screening or scan your Vision Screening Form; and
·         Verify that you meet all eligibility requirements.
Note:  MVA Photo Guidelines:  Because of the ever increasing need to use a photo driver’s license, learner’s permit or moped permit as proof of personal identification (i.e.: MVA, Law Enforcement, Homeland Security, etc.) in addition to its role as a licensing document, the Maryland MVA is required to follow and enforce certain guidelines concerning approving and using an acceptable digital image/photograph on these license products.  The same guidelines would also follow for the issuance of a Maryland Photo Identification Card.
The MVA will not permit an applicant to significantly alter, hide or enhance their face or facial features by the use or excessive use of:
1). Face Paint
2). Cosmetics
3). Cosmetic Contacts
4). Facial Contortions
5). Hats/Scarves/Other Clothing
6). Hands, etc.
If a supervisor deems it necessary, the customer will be required to remove the unacceptable face paint, cosmetics, etc. before a photo is taken.

After completing these steps, you will be given a knowledge test.  If you pass the knowledge test, you will be directed to a Driver Licensing Agent to determine if the skills test can be taken that day or if you will need to schedule an appointment for another day.  Note that if you have a class A or B license (commercial or noncommercial), you must schedule an appointment to take the skills test.  Upon successful completion of your skills test, your driver's license will be issued. 
Note:  If a test applicant (learner's permit or driver's license) passes the required Knowledge test(s) and or Skills tests, the passing scores are only valid for six (6) monthsfrom the date the test was passed.  If the learner's permit and or driver's license has not been issued within this time frame, then the applicant must retest to obtain the permit or license.
 
Fees:
·         If the customer's license is eligible for renewal (not expired, or expired for less than one (1) year), there is a driver license renewal fee.
·         If the customer's license has been expired for one (1) year or more, the driver license (new resident) fee is charged.

If your Maryland driver's license has been expired for one (1) year or more, click here.
If you are a member of the U.S. Armed Forces (and a Maryland license holder) absent from Maryland on active service, or a dependant living with that member, your license remains valid during the service member's absence and for a period of 30 days after the member's return to Maryland or discharge/separation from the Armed Forces, whichever occurs first. 
The license may be renewed without additional tests, other than vision screening, if the license is still valid or has been expired for LESS than one (1) year.
If the Maryland license has been expired for one (1) year or more, acceptable military paperwork (orders) for proof of active duty status outside of Maryland will be required, verifying when you left and returned to Maryland.  You must provide the MVA with your current Maryland license, military ID card and your military orders or discharge/separation document(s) within 30 days of your return to Maryland to avoid retaking the vision, knowledge and driving tests.
